How to Handle Utilities and Tenant Vacancies

If you own a rental property in Fort Collins, complete a Property Owner Information Form to make sure we have up-to-date information about the utilities at your rentals (electric, water, wastewater and/or stormwater).

Your selections will remain in effect for a minimum of one year and will:

  • Let us know how to handle utility services at your property during tenant vacancies
  • Authorize disclosure of limited account information to property managers
  • Allow us to notify you when a tenant's account is delinquent

Steps for filling out the Property Owner Information Form

Step 1: Let us know how to handle utility services at your properties during tenant vacancies. Options:

  • Leave utilities on: This option will automatically transfer the account into your name when a tenant discontinues service. A $10 fee is assessed to your account each time the services are reverted for one day or more. Any usage during that time is billed to the property owner or manager. Please note: This option will not prevent discontinuance of service due to a tenant's delinquency.
  • Turn utilities off: Selecting this option will turn utilities off at the property when a tenant discontinues service. A service charge of $19.65 is assessed on the new occupant's account when services are reinstated. *Please note: Fort Collins Utilities is not responsible for damages resulting from interruption of service.

Step 2: Next, we require the owner's written authorization to share limited account information with property managers. If you use a property management company, please complete the "Property Management Information Release Authorization" section on the form.

Step 3: Finally, at your request, we will notify you if a tenant at your property has a delinquent utility account. While notification won't prevent the utilities from being turned off, this program helps owners reduce their liability and avoid surprises when selling a property. Fort Collins' municipal code Sec. 26-718 allows for the placement of perpetual liens on property for unpaid utility bills.

Please help us communicate to tenants that the best way to start/stop service is online.

  • Allow three business days from the time the request is confirmed for processing. Requests are processed during normal business hours.
  • Tenants moving from one address to another within our service area must stop service at the old address and start service at the new address. In this case, the account number will change, so any automated payment service (e.g. e-bill, the bank bill pay system, etc.) must be updated with the new account number.

Protect Your Equipment

Fort Collins Utilities provides highly reliable service to the community, however, outages do occur and could have an impact on your business. All customers are responsible for protecting their own electric equipment. Commercial customers, including all apartments and multi-family properties, are responsible for maintaining and repairing electric cables between the transformer and the electric meter located on the building (Utilities maintains residential service lines). Be sure to check with your facilities department or an electrician regarding specifics for your business.

Equipment protection options include:

  • Loss-of-phase protection, also known as single-phase or phase-loss protection: The most common outage is known as a single-phase outage and can be caused by weather conditions, third-party contacts (e.g., dig-ins), equipment failure and other issues. The loss of one phase on a three-phase motor can cause equipment to overload. Loss-of-phase protection helps avoid damage to three-phase motors when a single-phase outage occurs. These devices, usually located on the facilities HVAC equipment, should be considered standard for any business with three-phase motors. Similar to insurance, the upfront costs help businesses avoid paying a larger amount to replace the motor or other three-phase equipment after an outage.
  • Uninterruptable power supply (UPS): An uninterruptible power supply (UPS) is useful for protecting specific loads in your building, such as computers or network servers, and can help eliminate or reduce the loss of important data.
    • These systems, typically composed of batteries, are designed to provide short-term power in the event of an outage and allow for a more systematic shut down of sensitive equipment. Some devices even have software to help shut down unattended equipment.
    • A UPS does not provide long-term power but helps minimize immediate losses due to a power outage. UPS systems range from single-point backup to large battery banks for industrial facilities.
  • Backup generation: Backup generators provide longer-term power and are a viable option for facilities that cannot be without electricity for very long (e.g., operating rooms, 911 call centers). These systems can work very well, though only if properly installed and maintained. There are two basic types of standby generators:
  1. Portable, gasoline-powered generators: Outdoor units with extension cords running directly to the appliance. Always run these generators outside where there is adequate ventilation—never inside.
  2. Permanent generators: These units are directly connected to the facility’s electric system and energize the building’s wiring during an outage. A qualified professional or licensed electrician should install the equipment to ensure it meets national, state and local codes and is compatible with Utilities' electric system. Backup generators need to be isolated from Utilities' distribution system. Improperly installed generators can backfeed electricity into the distribution system, potentially harming electric field personnel when they are restoring power. Permanent generators must be permitted through the City of Fort Collins Building Services.
  • Excess Circuit Capacity Agreement with Utilities: Some facilities may choose to run an additional power circuit to their business to allow for switching to the backup circuit during an outage. Consult with our staff to learn more about this option.
