The City Manager leads Fort Collins' municipal operations with a team of approximately 2,500 employees delivering community services. The City Manager's Office provides executive leadership for the City and directs key programs that advance City Council priorities and serve the community.

Kelly DiMartino, City Manager

Kelly DiMartino has served as the Fort Collins City Manager since June, 2022. Her tenure with the City spans more than 25 years, beginning as the Communications and Public Involvement Coordinator and later serving in leadership roles in communications, technology, Human Resources, and the City Manager’s Office. Prior to coming to Fort Collins, she worked for the City of Grand Island, Nebraska.
Throughout her career, Kelly has focused on delivering high-quality services, strengthening community engagement, and fostering a culture of excellence and innovation. As the City’s first female City Manager, she leads a team of approximately 2,500 City staff who provide around-the-clock services and help advance City Council priorities. She also serves on the Poudre Fire Authority Board of Directors. Kelly leads with both heart and backbone and feels fortunate to work in a community she loves.
Kelly holds a Master’s degree in Business Administration from Colorado State University and a Bachelor’s degree in Marketing from Hastings College.
Tyler Marr, Deputy City Manager
Tyler Marr has worked in the Fort Collins City Manager’s Office for more than 10 years, beginning as an intern during both his undergraduate and graduate studies. He was appointed Deputy City Manager in 2022.
In his role, Tyler oversees a broad portfolio of services including Utilities, Connexion broadband, Sustainability Services and Community Services, including Parks, Recreation, Natural Areas and Cultural Services. He also manages the City’s federal and state legislative advocacy program, all with the goal of providing excellent municipal services for the community.
Over the years, Tyler has led and supported many special projects, helping find collaborative and innovative solutions on topics such as infrastructure, housing, climate, collective bargaining and community engagement.
Tyler holds a Master’s degree in Public Administration from the University of Kansas and a Bachelor’s degree in Economics from Colorado State University.
Denzel Maxwell, Assistant City Manager
Denzel Maxwell joined the City of Fort Collins as an Assistant City Manager in 2023. In this role, he leads several high-impact initiatives centered on digital transformation, service-delivery improvements and asset management.
Before joining the City, Denzel guided a wide range of initiatives in other municipalities, including developing and managing state and federal legislative policy programs, overseeing capital improvement projects and establishing a centralized approach to grant management. His leadership helped secure millions in state and federal funding and supported long-term community planning through comprehensive master plan development.
Throughout his career, Denzel has been committed to strengthening the connection between local government and the residents and visitors it serves.
Denzel holds a Master’s degree in Public Administration from Texas Tech University and a Bachelor’s degree in Economics from Oklahoma State University.
Rupa Venkatesh, Assistant City Manager
Rupa Venkatesh joined the City of Fort Collins as an Assistant City Manager in 2022 after serving as Assistant to the City Manager in Northglenn, Colorado. There, she helped guide the city through the COVID-19 pandemic and led initiatives including forming the Diversity, Inclusivity and Social Equity (DISE) Board, developing the Crisis Response Unit, expanding homelessness services and engaging residents in traffic safety solutions.
Before Northglenn, Rupa served as Assistant to the Town Manager and Deputy Town Clerk in Mooresville, North Carolina, where she helped re-establish the Youth Council, supported strategic planning and gained experience in community crisis response. She began her public sector career in constituent services for U.S. Senator Bill Nelson in Florida, eventually serving as Deputy Director of Constituent Services, where she learned the value of building trust and connecting government with residents.
Rupa holds a Master’s degree in Public Administration, a Bachelor’s degree in Political Science and a Bachelor’s degree in Film, all from the University of Central Florida.

Graduate Management Assistant Program
The City of Fort Collins Graduate Management Assistant (GMA) program offers current Master of Public Administration students and recent graduates (as well as students and recent graduates from closely related fields) the opportunity to gain valuable career experience in a wide variety of areas of municipal operations through a full-time, one-year fellowship.

LGBTQIA+ Liaisons
The City of Fort Collins has appointed LGBTQ+ Liaisons to provide an informed voice to the City Manager and Police Chief on LGBTQ+ issues in the Fort Collins community. Liaisons participate in community conversations to meet an important requirement of the Human Rights Campaign Municipal Equality Index Scorecard to build bridges and maintain communication between local government, LGBTQ+ community members and organizations, and police services.
