Residential Parking Permit Program (RP3)

The Residential Parking Permit Program (RP3) helps reduce on-street parking congestion in designated Fort Collins neighborhoods. It protects residential parking availability by limiting non-resident parking during certain hours.

Most RP3 zones allow non-residents to park once per day per zone for up to two hours. RP3 permit holders can park in any legal parking space in their designated RP3 zone at any time and without time limit. Always check posted signs for special restrictions.

Who Can Get an RP3 Permit?

To qualify for an RP3 permit you must live, work or provide services within an RP3 zone. Permit types are available for:

  • Residents
  • Guests of residents
  • Service providers/contractors
  • Property owners who perform regular work
  • Businesses located in or bordering an RP3 zone
  • Non-resident commuters (in select zones)

Apply For or Renew a Permit

To apply for an RP3 permit:

  • Apply online: Here
  • Apply via phone: 970-221-6617 (Option 0)
  • Apply in person: 144 N. Mason St., Suite 5 

What you’ll need to apply:

  1. Valid vehicle registration
  2. Driver’s license
  3. Proof of residency (only if your license or registration doesn't show your current address in the RP3 zone)

Other accepted proof of residency documents:

  • Lease agreement
  • Utility bill
  • Bank or credit card statementLetter from landlord or property manager

To renew an RP3 permit:

RP3 residential permits are valid for one year and expire at the end of the month in which they were issued (or when residency ends).

  • Renew in person: 144 N. Mason St., Suite 5

No additional documents are needed for renewal as long as:

  • You're renewing the same vehicle
  • Registration is current
  • You have no unpaid parking tickets

Permit Types and Costs

Resident Vehicle Permits

Valid for 1 year (expires annually at the end of the month issued).

Cost per vehicle:

  • First vehicle: Free
  • Second vehicle: $15
  • Third vehicle: $40
  • Fourth vehicle: $100
  • Fifth vehicle: $200

Guest Permits

For friends, family or visitors parking in an RP3 zone.

  • Maximum two guest permits allowed per household.
  • Valid for specific vehicles and dates.
  • Fees: One day or less = Free.  Up to 15 days = $10

Work Permits

For contractors, property managers or others providing services at an RP3 address.

  • Free upon request.
  • Contact Parking Services to request a work permit.

Business Permits

For businesses within or bordering an RP3 zone.

  • Number of permits available per business is based on the number of off-street spaces and employees.
  • Cost: $15/year
  • For employees only (not customers).

Non-Resident or Commuter Permits

Available in select zones where extra capacity exists.

  • Cost: $40/month
  • Contact Parking Services to check availability.

Each zone is different. Always read posted signs before parking.

General Rules

  • Non-residents: Allowed to park in most zones once per day per zone for up to two hours
  • You can't park in the same zone more than once a day – moving your car doesn’t reset the time.

CSU Stadium Events

Special Rules for Colorado State University (CSU) Stadium Events

Some RP3 zones near CSU have added restrictions during stadium events:

  • Zone 2: Sheely Subdivision (no 2-hour parking)
  • Zone 3: Mantz Subdivision
  • Zone 6: Historic Fort Collins High School Neighborhood
  • Zone 9: Western Heights
  • Zone 10: Lake Street
  • Zone 11: Gilgalad

On CSU stadium event days:

  • Only vehicles with valid permit may park in these zones
  • Rules are enforced four hours before an event and through its end
  • Parking without a valid permit during this time = $100 fine
  • Each household may request up to two guest permits for free

What if permits are used illegally?

Falsely applying for a RP3 permit or using one improperly is a violation of City Code (Article V). Misused permits may be revoked, and the violator will be banned from getting a new permit for one year.
