Your Monthly Water Report
Using data from your most recent water bill, water reports compare your usage to your commercial property’s historical use. These reports are emailed each month to all commercial customers who have provided email addresses. Studies show that customers who receive these reports reduce their water use by 3-5%.
High Water Use or Leak?
Is your water bill higher than normal? Did you receive a continuous consumption or leak alert? Check your usage in MyWater to see if there are:
- Specific days or hours with spikes in use. Between May and October, landscape watering tends to be the most common cause of high consumption. Other causes could be house guests, holidays, extra laundry, daily kid baths and more.
- Continuous water usage throughout the day with no readings of zero. This may indicate a leak. The most common causes of leaks are toilets and irrigation systems.
Your Allotment and Excess Water Use Fees
All non-residential (commercial and irrigation) water taps are assigned an annual water allotment — the amount of water that can be used over a 12-month period (from Dec. 1 to Nov. 30) before additional charges apply.
An allotment is attached to the individual water service. It has been assigned based on the volume equivalent to the Water Supply Requirement (WSR) satisfied for that service or based on an alternative method adopted by City Council.
Once water usage exceeds the annual allotment, an Excess Water Use surcharge is added to the monthly bill, in addition to the regular utility rates, for the remainder of the calendar year. Visit the rates page for more information on the Excess Water Use rate.
To avoid extra charges, it’s important to regularly monitor your water usage. Log in to MyWater to view your accounts’ allotment and track consumption.
Indoor Commercial Water Assessments
Receive a free indoor water assessment and learn the most cost-effective solutions to reduce water use while maintaining or improving the quality of your facilities. Assessments include a water use analysis, a site walkthrough with optional free equipment installations, and a post assessment report with recommendations. Availability is limited.
Indoor Water Product Rebates
Utilities offers rebates on qualified water-efficient products from local and online retailers. Make sure the equipment you purchase is eligible by carefully reviewing the equipment information below.
Eligibility and Details
- Fixtures must be installed at a Fort Collins Utilities commercial water service address
- Attached dwellings with five or more units per building and a commercial electric meter qualify for commercial rebates
- Attached dwellings with fewer than five units per building, or individual tenants, with a residential electric meter qualify for residential rebates
- Rebate applications must be submitted within 60 days of purchase
- Rebates may be applied to new construction if fixtures exceed current code requirements
- Rebates are available for NEW equipment only. Used or refurbished equipment does not qualify
- Total incentives are limited to 100% of a project total upgrade cost
- Proof of purchase required
- Proof of purchase, or other supporting documentation must include date of purchase, price paid, and model information to verify eligibility
- Utilities reserves the right to verify equipment purchase and installation location for requested rebates
- Funds are limited and will be distributed on a first-come, first-served basis

If a utility makes a payment to you for your purchase or installation of water conservation equipment, the rebate may be considered (partially) taxable income by the IRS. If you receive rebate payments totaling $600 or more within one calendar year, and you are not organized as a corporation, Fort Collins Utilities will send you a 1099-MISC in January or February of the following year. You may wish to consult a tax advisor if you plan to exceed $600 in rebates.
Custom Incentives
Does your organization have a great idea to save water that doesn’t fit into one of our existing incentive programs? Custom water efficiency incentives help Fort Collins Utilities commercial customers implement unique, large-scale projects that reduce water use and improve efficiency.
These incentives support customized water-saving solutions that reduce overall water use, lower peak demand, or target specific end uses such as process water, cooling, or irrigation.
Projects may include:
- Equipment or system retrofits
- Process improvements that make operations more efficient
- Innovative technologies that save water in new ways
*Nonprofit organizations that provide critical community services or local businesses needing financial assistance may be eligible to receive an additional 1.5 times the normal incentive amount to cover up to 100% of the project cost. Funding is limited and subject to availability.

Custom Water Efficiency Incentive Rules and Requirements:
Eligibility: Custom water efficiency incentives are available only to Fort Collins Utilities commercial water customers. Accounts that include only stormwater or wastewater services—or customers of ELCO or the Fort Collins-Loveland Water District—are not eligible.
Incentive Restrictions: Projects that qualify for any other Utilities water incentive are not eligible for a custom incentive.
Project Requirements: All projects must result in permanent, measurable water savings. Temporary measures or projects required by code are not eligible.
Preapproval: All custom incentive projects require preapproval before any products are ordered or work begins. A customer agreement will need to be signed to hold the funds for future payment once the project is complete. Fill out the application below to begin the preapproval process.
Final Incentive Determination: Incentive amounts will be determined by Utilities staff based on verified savings, project costs, and available funding.

Commercial water customers can receive $1.50 per square foot of area converted up to $15,000 per project, for replacing grass with an eligible low-water landscape. Projects must be approved prior to installation.

Irrigation Equipment Rebates
Fort Collins Utilities offers rebates on new, qualified water-saving irrigation equipment for our commercial and HOA water customers.
Equipment must be installed at a Fort Collins Utilities commercial or HOA address. Applications must be submitted within 60 days of purchase. Please allow up to eight weeks for rebate processing. Funds are limited. Utilities reserves the right to verify equipment purchase and installation location for requested rebates.

Graywater Standards
Graywater is the portion of wastewater that, before being treated or combined with other wastewater, is collected from fixtures within residential, commercial, or industrial buildings or institutional facilities for the purpose of being put to beneficial uses. Sources of graywater are limited to discharges from bathroom and laundry room sinks, bathtubs, showers, and laundry machines. Graywater does not include the wastewater from toilets, urinals, kitchen sinks, dishwashers, or nonlaundry utility sinks.

Authorized uses: Graywater may only be used for toilet or urinal flushing.
Other requirements per Graywater Design Criteria:
- NSF/ANSI 350 certified treatment and disinfection system.
- Dual plumbing with backup potable system.
- Backflow prevention and cross-connection control.
Landscape and Irrigation Standards (includes multifamily and HOA)
In February 2025, City Council amended the landscape and irrigation standards included in Land Use Code Section 5.10.1. The purpose of these standards is to promote water efficiency through landscapes and irrigation systems that are designed and installed well.
All developments, except single-unit or two-unit detached homes, and accessory dwelling units, must develop landscape and irrigation plans compliant with the Land Use Code.
