Building Permit Fees

Building Permit fees are detailed on the Building Permits webpage. Find the permit you're applying for to view its fees.

 

Fees for New Construction Projects

Fees for new construction projects are calculated based on the occupancy type and square footage of your project. To calculate those fees you'll use this equation:

  • Total square footage of your project multiplied by the applicable fee rate per square foot for each occupancy type

Use the information below to complete that equation for your project.

Your fees will be paid in two parts:

  1. Plan Check Fee: 35% of your total will need to be paid when you apply for your permit.
  2. Building Permit Fee: 65% of your total will need to be paid when your permit is issued/approved.

Note: In addition to your Plan Check Fee and Building Permit Fee, Transportation Capital Expansion Fees are applied to permit applications for new buildings or major changes to existing buildings that create more traffic. If this applies to your project, see the Transportation Capital Expansion Fees (TCEF) section of this webpage.

Fee Calculation Examples

Example 1: Single-Family Detached Home (R-3)

  • Single-family residential square footage (R-3): 3,500 square feet
  • Total cost: 3,500 square feet × $0.65 (Fee Rate for R-3) = $2,275
  • Plan Check Fee (35%): $2,275 × 0.35 = $796.25
  • Building Permit Fee (65%): $2,275 × 0.65 = $1,478.75

Example 2: Mixed-Use Building (M + R-2)

  • Mercantile square footage (M): 2,000 square feet × $0.40 (Fee Rate for M) = $800
  • Apartment square footage (R-2): 2,000 square feet × $0.35 (Fee Rate for R-2) = $700
  • Total cost: $800 + $700 = $1,500
  • Plan Check Fee (35%): $1,500 × 0.35 = $525
  • Building Permit Fee (65%): $1,500 × 0.65 = $975

Utilities Fees

Plant Investment Fees (PIF) and Water Supply Requirement (WSR) fees support supply and infrastructure associated with new development, as well as improvements to current infrastructure. There are five main components to Fort Collins Utilities’ water system development fees:

  1. Water Meter Fee
  2. Water Supply Requirement (WSR)
  3. Water Plant Investment Fee (PIF)
  4. Stormwater PIF
  5. Wastewater PIF

Not all customers within Fort Collins receive water and wastewater services from Utilities. Depending on what water service area the property is in, you may or may not pay all of these fees to Utilities.

Separate irrigation taps are required for multi-family and commercial properties using 30,000 gallons or more per year. Mixed-use buildings require separate irrigation taps for residential and non-residential components.

Water Meter Fees 

The water meter fee is a one-time fee based on the size of the water meter. If more than one trip is needed for meter installation, an additional charge will be billed.

Meters larger than 4 inches must be purchased from the current meter vendor; installation is $214.04. Single-family homes typically use 3/4-inch meters unless a fire suppression system is required.

 

Water Supply Requirement (WSR)

The current WSR fee is $63,800 per acre-foot or $0.196 per gallon. It is a development fee collected to pay for the water necessary to serve either a new development or redeveloped non-residential properties that require a larger tap. The fees vary based on a development’s characteristics (e.g., square footage, business type, number of bedrooms). Developers pay the fees during the building permit process. WSR fees do not apply to redevelopment unless the property needs more water than is currently allotted.

  • Allotments are assigned to non-residential and irrigation accounts based on the amount of WSR provided to Utilities to meet the customer’s need on an annual basis. 
  • If a customer exceeds their annual allotment, they pay an excess water use surcharge. 

Alternatively, the City accepts City Certificates or Josh Ames Certificates at a water supply factor of 1.92. This ensures a reliable supply of water is available for years when there is less water per share.

While WSR payments can be made earlier, payment is made upon issuance of a building permit. If a WSR is pre-satisfied prior to building permit it cannot be refunded or transferred to another project.

 

Water Plant Investment Fee (PIF)

The Water PIF pays for infrastructure used to treat and deliver water to developments. Fees vary by number of dwelling units, lot size for residential users, and water meter size for non-residential users. Payment is due at building permit issuance.

 

Stormwater PIF

The Stormwater PIF covers both existing and new storm drainage infrastructure for the development. Fees apply when development creates more than 350 square feet of impervious surface.

 

Wastewater PIF

The Wastewater PIF pays for growth-related expansion costs of wastewater systems. Fees vary by dwelling units for residential users, meter size, and strength of discharge for non-residential users. Payment is due at building permit issuance.

Transportation Capital Expansion Fees (TCEF)

The Transportation Capital Expansion Fee (TCEF) Program helps us manage the traffic impacts of new development and redevelopment, collecting fees to help pay for transportation projects that reduce congestion or improve roads beyond basic local access needs.

TCEF fees are charged as a part of Capital Expansion Fees (see the Capital Expansion Fees section of this webpage for more information) for new buildings or major changes to existing buildings that create more traffic:

  • Residential projects: Single-family homes, townhomes and apartment units.
  • Non-residential projects: Commercial buildings, offices and industrial buildings.

The fees must be paid before a building permit is issued.

We also collect regional road fees on behalf of Larimer County, at the same time as TCEF fees. See those County fees below; for more information see Larimer County Capital Expansion Fees.

Capital Expansion Fees

New developments must pay Capital Expansion Fees (CEFs) to help cover the cost of city services and facilities. This includes Fire, Police, General Government services and parks.

Note: The Transportation Capital Expansion Fee (TCEF) is included in these fees, to help cover the cost of roads and transportation improvements (see the Transportation Capital Expansion Fees section of this webpage for more information). Larimer County Regional Road Fees are included in TCEF fees.

Key points:

  • Fees are based on the type of development (residential, commercial, office, industrial).
  • Fees are due before or when the building permit is issued.
  • The goal is to make sure new development pays its share of the costs it creates.
  • Fees are updated to match the cost of building new facilities and providing services.
  • They are not used to fix existing problems—only to pay for new growth.
  • Fees are reviewed regularly and adjusted for inflation and changes in construction costs.
  • The City periodically hires outside experts to make sure the fees reflect actual infrastructure costs.
