Overview

This webpage combines all building permit information in one place — whether a permit is required, how to apply and what the process looks like from start to finish. 

This webpage provides general information to help you understand the City’s building code and legal requirements relating to permitting. It is not a substitute for legal advice or the law. You are responsible for following all applicable laws and regulations under Fort Collins City Code.

Do I Need a Building Permit?

Most construction projects require a permit. Some projects are exempt. See Permit Exemptions below.

Permit exempt does not mean code exempt. Even if you don’t need a permit, your project must follow City codes, laws and ordinances.

Permit Exemptions

Residential Permit Exemptions

General Residential Work:

Small Detached Structures (Except storm shelters): Sheds, arbors, pergolas, etc. are allowed if:

  • Floor area is 120 square feet or less
  • Height is 8 feet or less
  • Do not store more than 10 gallons of flammable liquids
  • At least 3 feet from any property line

Fences: Up to 6 feet tall.

Retaining Walls: Up to 4 feet measured from the low side grade to the top, unless supporting a surcharge. If there is another retaining wall uphill, the distance between them must be at least the full height of the lower wall.

Water Tanks on Grade: Up to 5,000 gallons if the height-to-width ratio is 2:1 or less.

Sidewalks and Driveways

Interior Finish Work: Painting, wallpapering, tiling, carpeting, cabinets, countertops and similar.

Prefabricated Pools: Less than 24 inches deep.

Play Equipment/Play Structures: Swings, playhouses, etc. are allowed if:

  • Total area 120 square feet or less
  • One elevated playhouse/structure per lot maximum
  • Elevated structure less than or equal to 64 square feet and less than or equal to 6 feet high (measured from floor to highest point)
  • Used only for play

Window Awnings and Storm Protection:

  • Awnings attached to exterior walls projecting less than or equal to 54 inches and not needing extra supports
  • Storm windows, storm doors and rain gutters
  • NOTE: Historic review is required if the building is 50 years or older

Small Decks: Allowed if all of the following:

  • Area less than or equal to 200 square feet
  • Height less than or equal to 30 inches above grade
  • Not attached to the dwelling
  • Not serving the required exit door

Roofing Repairs: Up to 100 square feet (one roofing square) per building.

Nonstructural Siding Replacement: Allowed if not part of a fire-rated assembly and if work follows state asbestos/lead paint rules.

  • NOTE: Historic review is required if the building is 50 years or older.

Agricultural Structures: Shade cloth structures for nurseries/agriculture. Hoop houses not for public use with flexible frames (like PVC tubing) used for starting plants.

Electrical Work:
  • Temporary decorative cord-and-plug lighting
  • Reinstalling attachment plug receptacles (not outlets themselves)
  • Replacing branch circuit overcurrent devices with same rating in the same location
  • Electrical systems under 25 volts and under 50 watts
  • Minor Repairs: replacing lamps, connecting approved portable equipment to approved receptacles
Fuel and Gas Work:
  • Portable heating, cooking or clothes-drying appliances
  • Replacing minor parts that don’t affect approval or safety
  • Portable fuel-cell appliances not connected to fixed piping or a power grid
Mechanical Work:
  • Portable heating, ventilation or cooling units
  • Steam, hot-water, or chilled-water piping within regulated heating/cooling equipment
  • Replacing minor parts that don’t affect approval or safety
  • Portable evaporative coolers
  • Self-contained refrigeration systems with less than or equal to 10 pounds of refrigerant or motors less than or equal to 1 horsepower (746 watts)
  • Portable fuel-cell appliances not connected to fixed piping or a power grid
Plumbing Work:
  • Stopping leaks in drains, water, soil, waste or vent pipes
  • Exception: If a concealed pipe/trap must be replaced, that counts as new work and requires a permit
  • Clearing stoppages or repairing leaks in pipes, valves or fixtures
  • Repairing or replacing garbage disposals and dishwashers directly connected to the sewer (including traps and tailpipes)
  • Repairing, maintaining, or replacing sinks, faucets, drains, showers, tubs and toilets, if no valves or pipes are replaced or rearranged

Commercial and Multi-Family Permit Exemptions

General Commercial and Multi-Family:

Small Detached Structures: Sheds, arbors, pergolas, etc. allowed if:

  • Floor area less than or equal to 120 square feet
  • Height less than or equal to 8 feet
  • Do not store more than 10 gallons of flammable liquids
  • At least 3 feet from any property line

Fences: Up to 6 feet tall.

Oil Derricks

Retaining Walls: Up to 4 feet measured from the low side grade to the top, unless supporting a surcharge. If there is another retaining wall uphill, the distance between them must be at least the full height of the lower wall.

Water Tanks on Grade: Up to 5,000 gallons if the height-to-width ratio is 2:1 or less.

Sidewalks and Driveways: Allowed if less than or equal to 30 inches above grade, not over a basement/story below, and not part of an accessible route.

Interior Finish Work: Painting, wallpapering, tiling, carpeting, cabinets, countertops, and similar.

Temporary Stage/Film Sets: Motion picture, TV, or theater stage sets and scenery.

Prefabricated Pools: For R-3 occupancies only, above-ground, less than or equal to 24 inches deep, and less than or equal to 5,000 gallons.

Agricultural Structures: Shade cloth structures and hoop houses with flexible frames (like PVC tubing) for starting plants.

Play Equipment/Play Structures: For detached 1- or 2-family dwellings only, up to 120 square feet and 8 feet tall. Only one elevated playhouse/structure per lot. Elevated structures must be less than or equal to 64 square feet and less than or equal to 6 feet high.

Window Awnings and Storm Protection:

  • Awnings attached to exterior walls projecting less than or equal to 54 inches and not needing extra supports
  • Storm windows, storm doors, and rain gutters
  • NOTE: Historic review is required if the building is 50 years or older

Movable Partitions/Fixtures: Non-fixed racks, counters, cases, and partitions less than or equal to 5 feet 9 inches tall.

Small Decks: Less than or equal to 200 square feet, less than or equal to 30 inches high, not attached to a building, and not serving a required exit door.

Roofing Repairs: Up to 100 square feet (one roofing square) per building.

Electrical Work:

Minor Repairs: Replacing lamps, connecting approved portable equipment to approved receptacles.

Radio/TV Transmitting Stations: Electrical equipment used solely for transmission is exempt; power supply wiring, towers, and antennas are not exempt.

Temporary Testing Systems: Installation of temporary systems needed for testing/servicing electrical equipment.

Fuel and Gas Work:

  • Portable Heating Appliances
  • Replacing minor parts that don’t affect approval or safety

Mechanical Work:

  • Portable Heating Appliances
  • Portable Ventilation Equipment
  • Portable Cooling Units

Apply for a Building Permit

Learn more about different types of building permits below, and follow instructions for each one to apply.

What to know before you submit:

1. Submit one permit per structure or space:

  • One permit for each detached building or structure.
  • One permit for each commercial tenant space or unit.
  • For multifamily, see alteration permits for options. 

2. Name files correctly. Follow the City’s Electronic Submittal Requirements and File Naming Standards(PDF, 625KB)

3. Email all required documents and applications to buildingservices@fortcollins.gov

4. If a homeowner is doing the work, include the Homeowner Affidavit(PDF, 323KB).

5. Pay initial Plan Check Fees, if applicable (only some permits have a Plan Check Fee).

  • Fees for each permit type are listed in the sections below. Initial plan check fees are due when you submit your application. Remaining fees are due when your permit is issued.

6. Permits won't be processed or reviewed until the Plan Check Fee (if applicable) has been paid.

Fast-Track Permits

Basement Finish

Work Included: Full or partial finish of a residential basement.

Notice: If the entire building is equipped throughout with a fire sprinkler system, email buildingdocs@fortcollins.gov so staff can look up your sprinkler type and provide direction.

Electric

Work Included: Outlets, panels, wiring, repairs, lighting, electric for ground-mounted pre-fabricated hot tubs, and residential EV chargers for single-family detached, duplex and townhomes.

Notice: If more than one trade (plumbing, mechanical, electric, etc.) is involved, or if an unheated space will become heated, or for commercial EV charters, submit a remodel/alteration permit instead (see “Remodel/Alterations”).

Fireplace, Wood Stove or Fire Pit

Notice: If you are installing a heating device in an unheated space, submit a remodel/alteration permit (see Remodel and Alteration Permits).

Lawn Sprinkler and Backflow Preventer

Close-out Requirement: A third-party test from a certified backflow tester is required to close the permit.

Mechanical

Work Included: Heating, cooling, ductwork, exhaust, mini-splits, heat pump, air handler, rooftop unit (RTU) replacement, air conditioning (AC) and furnace.

Notices:

  • If more than one trade (plumbing, mechanical, electric, etc.) is involved, or if an unheated space will become heated, submit a remodel/alteration permit instead.
  • If an RTU is a new size, weight, or location, submit an evaluation from a Colorado-licensed structural engineer. Email zoning@fortcollins.gov for submittal and screening requirements.

Mobile Home Set on an Existing Lot

A minimum 10-foot separation is required between adjacent homes or structures for fire safety.

Submit a separate deck permit for entry stairs, decks or landings.

Plumbing

Work Included: Water, sewer, gas, piping and valves.

Notices:

  • If more than one trade is involved (HVAC, electric, plumbing, etc.), submit a remodel/alteration permit.
  • If a gas line is installed for a heater, submit a mechanical permit.

Roofing

Notices:

  • Is the building designated historic? Check here before submitting.
  • If an existing solar PV system must be removed and reinstalled, submit a separate solar re-installation permit.

What to Submit:

Roofing Requirements:

  • Roofs may be repaired where damaged; no minimum threshold requires full replacement (unless required by manufacturer’s specs).
  • Install per manufacturer’s specs and local codes (see the Codes page).
  • Asphalt Shingles: Class 4 impact-resistant shingles are required when replacing 50% or more of a roof on the portion being replaced.
  • Roof overlays are allowed only if all are true:
    • It will be the second layer only (three layers are not allowed by code).
    • The new roofing weighs less than 3 lb per square foot. If more, submit a structural evaluation by a Colorado-registered structural engineer.
    • The product manufacturer allows an overlay over the existing roofing material type.
  • Install for high-wind applications per manufacturer’s instructions and code.
  • Existing solid-sheathed decking must be free of water or physical damage. Gaps over 1/8 inch require solid sheathing (overlay of minimum 1/4-inch plywood or new solid sheathing).
  • Vented roofs must provide updated ventilation per current code. (Roofs designed as unvented must not be vented.)
  • Exposed nails (shiners) must be sealed.
  • Continuous or step flashing against a vertical sidewall is required (except for masonry and stucco).
  • Drip edge is required at eaves and gables (rakes) of asphalt shingle roofs.
  • Underlayment must meet code and manufacturer specs.
  • Ice barrier is required at all roof eaves. Start at the low eave edge and extend upslope at least 24 inches inside the exterior wall line. For slopes 8:12 or steeper, extend at least 36 inches upslope from the eave edge.
  • Roof insulation must be installed if the original was removed, the cavity is exposed and not insulated, or a change of occupancy increases energy usage.
  • The roofing material must meet the minimum slope required by code and manufacturer specs. Existing roofs with low slopes may remain at less than 1/4 inch per foot if they achieve positive drainage.
  • A change of roof material requires a Class A fire-rated roof covering. A roof covering system may be replaced with the same fire classification per manufacturer instructions when the same materials are used (e.g., asphalt to asphalt), provided the replacement has at least a Class C fire rating.

Water Heater

If using City-approved specialty products without an engineered design (such as diamond piers and PWT engineered deck products), submit complete product specs with the design.

Solar PV Reinstallation

Scope: Reinstallation of existing panels in the same location, or replacement with identical panels in the same location with no system changes.

Solar PV — Energy Storage System (ESS)

Location and spacing must comply with 2021 IRC R328 and the City of Fort Collins' interpretation.

An additional, separate permit is required by Poudre Fire Authority when any of the following are exceeded:

  • 20 kWh for individual ESS units.
  • 40 kWh aggregate for systems located in utility closets, basements, or storage or utility spaces.
  • 80 kWh aggregate for systems located in attached garages, detached garages/accessory structures, on exterior walls, or outdoors on the ground.

Requires a Master Electrician or a Homeowner Affidavit(PDF, 323KB) (if a homeowner is doing the work).

Scope: Adding or altering an antenna on an existing pole, tower or building.

Remodel and Alteration Permits

EV Charger (Commercial and Multifamily)

  • Permit Fees: Based on the total valuation of your project (materials and labor):
    • Up to $2,000: Flat fee of $105.00
    • $2,000 to $25,000: $105 for the first $2,000, plus $15.50 for each additional $1,000 
    • $25,000 to $50,000: $461.50 for the first $25,000, plus $10.50 for each additional $1,000 
    • $50,000 to $100,000: $724.00 for the first $50,000, plus $6.50 for each additional $1,000
    • $100,000 to $500,000: $1,049.00 for the first $100,000, plus $60 for each additional $10,000 (equivalent to $6 per $1,000)
    • Above $500,000: $3,449.00 for the first $500,000, plus $55 for each additional $10,000 (equivalent to $5.50 per $1,000)

Stock Plans and Lot-Specific Permits

Some builders use standard home designs that can be approved once and reused on multiple lots. Others apply for a building permit for a specific lot.

Stock Plans

Notice: All active stock plans will expire the day new codes are adopted. Once a stock plan has expired, building permits can no longer be applied for using that stock plan. Building codes will be updated in December 2025. See Building Code for details. 

A Stock Plan is a set of standard building plans used for multiple buildings that share the same design. A Stock Plan is not a building permit, and doesn't allow you to build.

Once the City reviews and approves a stock plan, it can be reused on other lots without submitting the full plan again.

  • The plan review happens once for each model or design.
  • Each reuse still requires a Lot-Specific Permit, but the process is faster because the main plan is already approved.
  • Stock plans must be reviewed and stamped by the City before they can be used for permits.
  • Any design changes (layout, structure, materials, etc.) require a new plan review.
  • Stock plans expire the day new codes are adopted and a new stock plan will need to be applied for with all new documents to reflect the new codes. Submittals for new lot specific permits will not be able to use expired stock plans.

Lot-Specific Permits

A Lot-Specific Permit is the building permit for constructing a home on a particular lot. It uses an approved Stock Plan as its base but adds site-specific details such as foundation, grading and address.

  • Each home built from a stock plan must have its own lot-specific permit.
  • Site details (such as foundation or utilities) must match the approved plans.
  • Separate permits are required for each structure, each townhome unit (individual parcel) and solar installations.
  • Include the site-specific information, stock plan number and selected stock plan options in your permit submittal.

Other Permits

Temporary Use Permit

A Temporary Use Permit allows an existing building to be used as a temporary community-based shelter. You must also receive a Temporary Certificate of Occupancy (TCO) before the temporary use begins.

A Temporary Use Permit only covers the use of a building, not construction. Any plumbing, electrical, framing or other building work requires separate permits.

Who Can Apply

Organizations that want to operate a community-based shelter or similar temporary program in an existing building.

Permit Limits

  • A permit is valid for up to 180 days.
  • You can request an extension in writing from the Chief Building Official, but continuous operation beyond 180 days in a year is not allowed.
  • You may reapply for a new permit each year.
Occupancy and Facility Requirements

Maximum Occupancy:

  • Up to 15 guests (not including staff).

Cooking and Food Service:

  •  Overnight guests cannot cook.
  •  Meals must be prepared by trained staff in a kitchen licensed by the Larimer County Department of Health and Environment, or by an off-site licensed food establishment.

Sanitary Facilities:

  • Toilets, showers or baths, and other facilities must be available for all guests and staff.
  • The Building Code Official must approve plumbing fixture counts and types.
  • If not all facilities are onsite, submit a written plan showing where they are and how people will access them, including transportation if needed.

7. Receive Your Permit

  • The City will email your approved permit and documents.
  • Download all “APPROVED” files from Citizen Access and keep them onsite, including during inspections.

8. Schedule Inspections

  • Final Building Inspection: Call 970-416-2740 (8 a.m.–4 p.m.) or schedule through Citizen Access.
  • Final Fire Inspection: Schedule with the Poudre Fire Authority.
  • Use the “Other” inspection type and enter “Temp-Use Permit.”
  • Include the building permit number from your approved documents.

9. Receive your Temporary Certificate of Occupancy (TCO)

  • Issued after all inspections pass.
  • The TCO is valid for 180 days.
Renewals and Changes
  • You may reapply each year with a new application.

  • Any changes to the approved plans (other than updated contact information) require a new application.

  • Keeps official records accurate and prevents "work without a permit" issues.
  • Ensures changes meet building codes — even small changes can affect structure, occupancy or safety systems.
  • May change fees, required contractor licenses or trigger additional department reviews.

How to Submit a Revision

  1. Download your current approved set.
  2. Only revise the documents that changed. Keep the City's markups/comments — do not flatten them.
  3. When updating drawings:
    • Replace/add/delete sheets as needed.
    • New sheets from your team should be flattened (remove working comments).
    • Clearly mark changes with clouds/deltas/bubbles so reviewers can see what changed.
  4. Rename the plan set to the next version number (e.g., v2 → v3).
  5. Complete the Revision Form and save it with a clear name like Letter - [Project Address] - v1.
  6. Email the revision form and the complete revised document set to buildingservices@fortcollins.gov.
  7. Don't upload the documents to the portal unless instructed.

Review Timeline and Inspections

  • Typical Review Time: 14 calendar days for building/zoning reviews of revisions.
  • Inspections can't be scheduled while the revision is under review — inspections pause until approval and re-issuance.
  • If you need inspections soon, try to schedule them before submitting the revision (when safe/possible).

Fees for Applicant-Initiated Revisions

  • Small (~$50): Minor layout or small structural edits (less than ~25% of floor area).
  • Medium (~$100): Larger residential changes or notable mechanical/structural work.
  • Large (~$200): Major commercial changes, change of occupancy, or increases in building size.

Stock Plan Revisions

  • Revising a stock plan replaces the prior approved set — future lots using that stock plan will use the revised set.
  • Ensure the revised set includes all required documents, not just the pages you changed.

Tips for the Revision Process

  • Be complete and clear — unclear changes cause delays.
  • Consider if your change triggers other departments (Zoning, Poudre Fire Authority, Utilities) and contact them if needed.
  • Versioning and consistent filenames keep records clean and reduce review friction.
  • Factor revision review time into your construction schedule.

Step 7: Final Inspections and Closeout Tasks

Project close-out is the final step in the building permit process. To close your permit, all required inspections and documents must be complete in Citizen Access.

1. Complete all tasks in Citizen Access

Make sure every task in your permit’s workflow is marked complete. Until everything is done, your permit will not show as Completed.

Important: If your permit expires without completion, it becomes an open code violation on the property.

2. Certificate of Occupancy or Letter of Completion

  • Certificate of Occupancy (CO) – issued for new buildings or when there’s a change of use or occupancy.
  • Letter of Completion (LOC) – issued for projects such as shell-only buildings, remodels, or non-occupiable work.

3. Department Requirements

The following departments must complete reviews or receive final documentation before your project can be closed:

Why Permits Matter: Permits protect public safety, ensure code compliance and support property value. Work without a permit may cause problems when selling a home or result in code enforcement actions.

Timelines: Large projects may require multiple rounds of review; plan accordingly.

Posting Permits: Always post your permit visibly at your work site.

Expired Permits:

  • Permit Applications can expire in 180 days (if not issued).
  • Permits that are issued and under construction expire in 180 days of inactivity (if inspections aren't performed or if other final tasks aren't completed). Each inspection extends the permit an additional 180 days.
  • Stock plans expire the day new codes are adopted and a new stock plan will need to be submitted.
