As there are three or more members of City Council that may attend, the event is posted as a public meeting.  While no formal action by the City Council will be taken during this meeting, the discussion of public business may occur, and the event will be open to the public.

Housing Catalyst Right of First Refusal Notice

The City of Fort Collins has assigned its rights of first refusal and first offer under Colorado House Bill 24-1175 to Housing Catalyst. Property owners required to provide notice of intent to sell or of expiring affordability restrictions, in compliance with Colorado House Bill 24-1175, should contact Housing Catalyst at info@housingcatalyst.org or 970-416-2910.

The Housing & Community Vitality Department is holding a public hearing for a Substantial Amendment to the Program Year 24 (PY24) Annual Action Plan and the upcoming Program Year 26 (PY26) Annual Action Plan. The Annual Action Plan (AAP) is a document required by the Department of Housing and Urban Development (HUD) that identifies actions proposed for the coming year that will use HUD’s Community Development Block Grant (CDBG) & HOME Investment Partnerships Program (HOME) funds.

The PY24 AAP Substantial Amendment removes two projects from the PY24 Plan that did not proceed as originally scoped:

• Care Housing Greenbriar-Windtrail Rehabilitation (90 units): Greenbriar-Windtrail Rehabilitation, $520,715 CDBG.
• Housing Catalyst Village on Eastbrook development (73 units), $581,319 CDBG, $615,368 HOME.

Specifics of the changes and projects that have applied for PY26 funds will be covered in the public hearing.

The City of Fort Collins PY24 AAP Substantial Amendment is available for public review March 1 – April 1, 2026. Request a copy of the full document by emailing housing@fortcollins.gov.

The PY26 AAP will also have a 30-day public review period when it is complete.
