Overview

The City of Fort Collins City Clerk's Office manages liquor licensing within the City. The team assists businesses through the license application process, issuing licenses approved administratively, by the State of Colorado and by the Local Licensing Authority.

Liquor Special Event Permits

Liquor Special Event Permits allow qualified nonprofit entities or political candidates to sell, serve, or distribute alcoholic beverages by the drink only in connection with fundraising events, including locations that do not hold a liquor license.

To qualify, you must be a Colorado corporation for social, fraternal, patriotic, political or athletic purposes (not for profit); a regularly chartered branch, lodge or chapter of a national nonprofit organization; a regularly established religious or philanthropic institution; or a political candidate who filed required reports with the Secretary of State under Article 45, Title 1, C.R.S.

The event must be held on the date, time and location specified in the application and may not be changed. Fifteen (15) event days are allowed per calendar year and may be held separately or in any combination. If an event is canceled, the application fees and the day(s) are forfeited.

Sales must occur between the hours of 5 a.m. and midnight of the day specified for a Fermented Malt Beverage Permit; and between the hours of 7 a.m. of the day specified and 2 a.m. of the day immediately following for a Malt, Vinous and Spirituous Liquor Permit.

Step 1: Application

Application Packet Requirements

Application packets must be submitted at least sixty (60) days before the first date of an event. The application packet must include, but is not limited to, the following:

Step 2: Premises Documentation

Diagram of the event:

  • Include the length and width of the perimeter
  •  Include walls, partitions, and entrances/exits
  •  Show where alcohol will be stored and served
  •  Create a separate diagram for each floor (if multiple levels)
  •  If outside, provide descriptions of intended control (e.g., fencing, barriers, rope, etc.)
  •  Does not need to be to scale

 Written permission to use the premises:

  • Permission must go to the same organization applying for the permit
  •  The owner or landlord must acknowledge that alcohol will be served

Step 3: Certificate of Good Standing

Certificate of Good Standing issued by the Colorado Secretary of State within the last two years; or if not incorporated, a nonprofit charter; or if a political candidate, attach copies of reports and statements that were filed with the Secretary of State.

Step 4: Contract and Liability Insurance

Contract Copies

Fully executed copies of any contracts with promoters, sponsors, or advertisers in place for this event.

 

Liquor Liability Insurance Certificate (required if the event is on City property)

  • City of Fort Collins must be "named as additional insured."
  •  City of Fort Collins must be the "certificate holder."
  •  Certificate must use the current Insurance Service Organization (ISO) form.
  •  Policy must cover through the event date.
  •  Include the event name and dates on the certificate.

  • Made out to the City of Fort Collins
  • Mailed to PO Box 580, Fort Collins, CO 80522, or deliver to the City Clerk's Office at 300 Laporte Ave.

Step 6: Posting Notice

Post notice of the event.

A special event public notice poster must be:

  • Posted at the event site for at least 10 days
  • At least 22" wide and 26" high, with letters at least 1 inch tall

Signs can be picked up at the City Clerk's Office between 8 a.m. to 5 p.m., Monday through Friday.

If produced by applicant, the special event public notice poster must mirror the language on form DR 8473

Step 7: Complete Affidavit

Step 8: Submit Materials

The affidavit of posting and a photo of the posted sign at the event location must be sent to liquorlicensing@fortcollins.gov.

Takeout and Delivery

On-Premise

If you have an on-premise liquor license and allow takeout and delivery, complete the Takeout and Delivery Permit Application and Renewal form. Email it to the State's liquor enforcement division at dor_liqlicensing@state.co.us.

The State requires an initial application and renewal fee:

Off-Premise

If you have a Retail Liquor Store or Liquor-licensed Drugstore license and deliver alcohol to customers, complete the Delivery Permit Application and Renewal. Email it to the State's liquor enforcement division at dor_liqlicensing@state.co.us.

No City fees apply to this application.

   

Bed and Breakfast

Step 2: Proof of Possession of Property

Deed or Lease

Floor diagram (8½" x 11" only):

  • Must show the exact licensed premises
  • Include length and width of exterior walls only
  • Include bars, walls, partitions, entrances/exits, storage
  • Show north orientation
  • Create separate diagram for each floor (if multiple levels)
  • Does not need to be to scale
  • Show exterior fencing, walls, etc.

Step 3: Business Documentation

Corporate (if applicable):

  • Certificate of Good Standing dated within last two years
  • Articles of Organization

Partnership (if applicable):

  • Partnership agreement (except for husband-wife partnerships)
  • Certificate of co-partnership (if applicable)

Limited Liability Company (if applicable):

  • Certificate of Good Standing dated within last two years
  • Articles of Organization
  • Copy of operating agreement (required if OTHER than sole member LLC or husband and wife LLC)

Step 4: Fee Schedule

  • Check or money order for $50 to "City of Fort Collins" or City Pay Portal
  • Check or money order for $71.25 to "Colorado Department of Revenue" or State Pay Portal

Step 5: Submit Materials

Email the completed application to liquorlicensing@fortcollins.gov for staff review.

   

Tasting Permit

Step 1: Apply

Step 2: Proof of Training

List employees who completed required training, including training completion dates.

Only people who completed a server training program can conduct tastings. The program must meet Liquor Enforcement Division standards. The person must be a retail liquor store licensee, liquor-licensed drugstore licensee or employee of a licensee. Tastings must happen on licensed premises only.

Attach a written Control Plan showing how tastings will follow all requirements. Include diagrams if needed.

Tasting Log Template(PDF, 144KB) Schedule must include dates, times and assigned server. You may change the approved schedule if you give the City Clerk and City liquor enforcement officer 7 days written notice and the change does not violate City Code, Colorado Liquor Code, regulations or other laws.

Retail Warehouse

Retail Establishment Permit (Application and Renewal)

Step 1: Apply

This permit is for an Art Gallery or Retail Establishment as defined below.

Art Gallery: A retail establishment that mainly exhibits and sells fine art or precious/semiprecious metals or stones.

  • Fill out Section B on the application
  • Include items listed under Section D

Retail Establishment: An establishment that mainly sells goods or services to the public and operates at a physical building in Colorado and gets less than 50% of gross sales from food.

  • Fill out Section C on the application
  • Include items listed under Section D
