The development of data centers to support AI and cloud computing infrastructure is an emerging topic nationwide and City of Fort Collins officials are committed to management and regulation that reflects community values and results in good stewardship of our resources.
The Fort Collins Land Use Code (LUC), which regulates all land use, zoning and development in the City, does not define “data center” as a land use. If the City received an application today, it would be required to go through the Addition of Permitted Use (APU) process as outlined in the LUC. With any development application, the City must determine if the electric and water needs of the application can be met and determine the process by which the applicant can meet the requirements.
On Nov. 3, 2026, City Council will consider a 6-month pause on data centers using more than 25 megawatts (MW). That temporary moratorium would provide staff with time to research and draft clear definitions, appropriate processes, review criteria and regulations for data centers based on MW and water usage and potential impacts.
A strong framework that meets the needs and goals of Fort Collins while supporting the region will also be informed by Larimer County, Platte River Power Authority and our neighboring communities.
Larimer County and Loveland both have temporary moratoriums in place and Longmont has banned any use requiring 100 MW or more.
