Design Standards and Forms

These standards and forms outline the requirements for planning, designing, and building City utility infrastructure. Use them when preparing plans and submittals for electric, water, wastewater, and stormwater projects.

Electric

All new development uses underground electric service. Developers install approved conduit, transformer pads and equipment to City standards.

When you need it:

  • Before design and construction.

What to submit:

  • No submittal - reference only. Download and follow standards during design and construction.

Form: Commercial Service Information Form (C-1)

When you need it:

  • For all new commercial electric services
  • For upgrades to an existing electric service
  • For CT metering (typically for services over 400 amps)
  • For on-site generation, including solar panels or backup generators
  • For the installation of a fire pump or large motors
  • For non-standard voltages or configurations

What to submit:

  • Completed C-1 form with your site plan

How to submit:

Once submitted, our engineering team will review your project specifications and determine the transformer size, fault current and metering requirements. You’ll receive approval and be contacted if more information is needed. Contact your utilities project manager for project-specific questions.

When you need it:

Form: Soil Loosening and Amendments

Per Fort Collins Municipal Code (Sections 12.130–134), any new or redeveloped landscape area over 1,000 square feet that includes living plant material must have soil loosened and amended.

A certificate must be applied for with the City of Fort Collins for soil loosening and amendments.

This requirement applies to projects going through development review or needing a building permit with a certificate of occupancy. There are limited exceptions and extensions for specific circumstances.

Quick Checklists

Before you dig

  • Call 811 to locate utilities.
  • Schedule standby or potholing: 970-416-8008.
  • Maintain at least 10 feet horizontal and 18 to 24 inches vertical separation where required.
  • Use approved bedding and backfill materials and follow erosion control measures.

During construction

  • Keep approved plans and inspection schedule on site.
  • Use flow-fill or compacted backfill as required by standards.
  • Coordinate taps and tie-ins with City inspectors.
  • Protect and test backflow devices before activation.

Before final approval

  • Submit as-built drawings, test reports and the Lot Grading Certificate.
  • Confirm payment of invoices and fees.
  • Schedule final inspection with your project manager and get written acceptance before service activation.

How do I get a new electric service?

Submit the Customer Service Information form (C-1) and coordinate design with Fort Collins Utilities. See the Electric Service Standards for requirements.

Do I need to test my backflow preventer?

Yes. Commercial and irrigation services must have a tested and approved backflow preventer before activation. Submit test results via the backflow compliance portal or by email to backflow@fortcollins.gov.

Who schedules stormwater inspections?

Contact Stormwater Engineering at 970-221-6700 or follow instructions from your assigned stormwater inspector.

How do I get standard drawings or CAD files?

Email UtilitiesEngineering@fortcollins.gov to request editable versions of standard drawings.
