Police Investigate Illegal Firearm and Narcotics Distribution

Over the last several months, Fort Collins Police Services (FCPS) has been investigating illegal firearm and narcotics distribution in Fort Collins. On Tuesday, February 3, 2026, nine related search warrants were served in Loveland, Thornton, Commerce City, Denver, and Torrington, Wyoming. Led by the FCPS Criminal Impact Unit, and partnering with neighboring agencies, the search warrants recovered several firearms and illegal narcotics, and the arrest of five individuals:

  • Andres Valles (dob 10/26/2006) was charged with:
    • Class 2 Felony – Colorado Organized Crime Act (COCCA) (1 count)
    • Class 5 Felony – Criminal Solicitation (For 18-18-406) (1 count)
    • Class 5 Felony – Possession of a Weapon by Previous Offender (1 count)
    • Class 6 Felony – Theft of a Firearm (1 count)
  • Eugene Montoya (dob 1/5/2008) was charged with:
    • Class 2 Felony – Colorado Organized Crime Act (COCCA) (1 count)
    • Class 4 Felony – Sale, Transfer, or Dispense Marijuana (1 count)
    • Class 5 Felony – Criminal Solicitation (For 18-18-406) (1 count)
    • Class 3 Felony – Distribution of Controlled Substance (Cocaine) (1 count)
    • Class 4 Felony – Criminal Solicitation (For 18-18-405) (1 count)
    • Class 5 Felony – Possessing a Dangerous Weapon (1 count)
    • Class 5 Felony – Illegal Discharge of a Firearm (1 count)
    • Class 2 Misdemeanor – Background Check Required for Private Firearms Transfer
    • Class 1 Misdemeanor – Unlawful Transfer, Sell or Possess Large Capacity Magazine (1 count)
    • Class 3 Felony – Money Laundering (1 count)
  • Domicio Vargas (dob 1/13/2004) was charged with:
    • Class 2 Felony – Colorado Organized Crime Act (COCCA) (1 count)
    • Class 5 Felony – Criminal Solicitation (For 18-18-406) (1 count)
    • Class 5 Felony – Possessing a Dangerous Weapon (1 count)
    • Class 5 Felony – Illegal Discharge of a Firearm (1 count)
    • Class 2 Misdemeanor – Background Check Required for Private Firearms Transfer
    • Class 1 Misdemeanor – Unlawful Transfer, Sell or Possess Large Capacity Magazine (1 count)
    • Class 3 Felony – Money Laundering (1 count)
  • Christopher Olson-Garcia (dob 8/15/2007) was charged with:
    • Class 2 Felony – Colorado Organized Crime Act (COCCA) (1 count)
    • Class 4 Felony – Sale, Transfer, or Dispense Marijuana (1 count)
    • Class 5 Felony – Criminal Solicitation (For 18-18-406) (1 count)
    • Class 3 Felony – Distribution of Controlled Substance (Cocaine) (1 count)
    • Class 3 Felony – Criminal Solicitation (For 18-18-405) (1 count)
    • Class 5 Felony – Possessing a Dangerous Weapon (1 count)
    • Class 5 Felony – Illegal Discharge of a Firearm (1 count)
    • Class 2 Misdemeanor – Background Check Required for Private Firearms Transfer
    • Class 1 Misdemeanor – Unlawful Transfer, Sell or Possess Large Capacity Magazine (1 count)
    • Class 3 Felony – Money Laundering (1 count)
  • One juvenile was also arrested in connection with the investigation.

 No other information is available as the matter is still an active investigation. 

Charges are merely an accusation by law enforcement, and all suspects must be presumed innocent until proven guilty in a court of law.
