Types of Positions
Classified Positions (Non-CBU)
A classified position is an authorized/budgeted, fully-benefitted position. These positions may be full-time (40 hours per week) or part-time (20-39 hours per week). They may be "exempt" or "non-exempt" per the Fair Labor Standards Act (FLSA). Classified positions include both management and non-management roles. All employees in classified positions who complete their introductory period may only be terminated for cause.
Unclassified Management Positions
These positions are authorized/budgeted, fully benefitted and may be full-time or part-time. Unclassified management positions include executives, senior leadership, directors, attorneys and other positions designated by the City Manager. For these employees, employment is “at will.” Either the employee or the City may end the relationship at any time, with or without cause or notice.
Police and Collective Bargaining Unit (CBU) Employees
This includes all full-time sworn police officers maintaining the rank of Lieutenant and below and Community Service Officers and Dispatchers equivalent to the rank of Lieutenant/Manager or below. These employees get benefits as defined by the collective bargaining agreement. CBU employees are classified positions and may only be terminated for cause once they have completed their introductory period of employment with the City. In the case of an introductory employee, either the employee or the City may end the relationship at any time, with or without cause or notice.
Hourly Positions
Hourly positions are unclassified. For these employees, employment is “at will.” Either the employee or the City may end the relationship at any time, with or without cause or notice.
Variable Hourly Positions
A Variable Hour position is one where we cannot determine at the employee's start date that they will work an average of at least 130 hours per month (30 hours per week). The City categorizes Variable Hour positions in three ways:
- Part-time Hourly Employee: An employee who, at their start date, is expected to work less than 130 hours per month on average (29 hours per week).
- Fluctuating Hourly Employee: An employee whose work schedule is uncertain at their start date.
- Seasonal Hourly Employee: An employee hired for a period of 6 months or less that repeats roughly the same time each year.
Contractual Employees
Contractual positions are unclassified. The City and employee may enter into a written employment agreement. Contract terms and conditions may differ from those in the City Personnel Policies and Procedures.
