The City of Fort Collins requires individuals and groups to file a Demonstration Notification Request at least 24 hours before organizing free speech activities on public property. This process helps ensure positive experiences and prevents conflicts with other scheduled events.

Is a Notification Request Needed?

Any person or group wanting to organize a free speech activity (like a rally, march or demonstration) on public property should file a Demonstration Notification Request at least 24 hours before the activity.

If you don't provide a Demonstration Notice, the City may restrict, move or stop your activity (Fort Collins Municipal Code Sec. 23.5-4).

If your demonstration will have more than 50 people, contact Special Events to see if you need other permits.

The Demonstration Notification process doesn't limit your First Amendment right to free speech. It helps ensure a smooth experience for your group and prevents conflicts with other scheduled events at the same location.

IMPORTANT: If any part of your demonstration will take place in Old Town Square, you must contact the Downtown Development Authority before submitting a Demonstration Notification.

  • Your information (include details about your group)
  • Demonstration name and time
  • Expected number of people
  • Whether you'll use amplified sound
  • Map showing where you'll gather and your march route (if a march is planned)

Rules and Regulations

  • No fee required for a Demonstration Notification.
  • A Demonstration Notification doesn't give you exclusive use of the location.
  • No motorized vehicles are allowed on sidewalks, bike paths or grass areas.
  • No glass allowed in any park.
  • You cannot destroy, damage or remove plants or damage public property.
  • Events cannot block sidewalk access or traffic on multi-use paths.
  • The City issues parade permits according to Fort Collins Municipal Code Sec. 23.5-3.
  • Events must follow Noise Regulations (Fort Collins Municipal Code Sec. 20-21).
  • Events must follow local, state and federal laws.
  • Insurance: The City suggests, but doesn't require, groups to get general liability insurance with minimum limits of $1 million. If you get insurance, name the City of Fort Collins and its officers, employees and volunteers as additionally insured parties.
