Solicitor Permit Application

Solicitation Requirements

City Code requires all commercial solicitors to get a permit from the City before going door-to-door. All door-to-door solicitation must happen between 9 a.m. and sunset. No solicitation is allowed at homes with "No Solicitation" or "No Trespassing" signs.

The City enforces this ordinance based on complaints. Report violations to Police Services at 970-221-6540. A summons may be issued if a violation occurs. A police officer does not need to witness the violation, but the person filing the complaint must testify in court.

Key Provisions of the Law

  • Companies must get a City permit before door-to-door sales.
  • Solicitation hours are 9 a.m. to sunset only.
  • All solicitation is banned at homes with "No Trespassing" or "No Solicitation" signs.
  • Commercial solicitation is banned for homes on the City's "No Solicitation" list.

Commercial Solicitor Requirements

To get a commercial soliciting permit, you need:

  • City-issued solicitation permit
  • List of all company solicitors
  • City sales tax license

The permit fee is $200 for up to four solicitors; $300 for five or more solicitors.

Non-Commercial Solicitor

Non-commercial solicitors can go door-to-door if homes don't have "No Trespassing" or "No Solicitation" signs. This includes religious, political, non-profit groups, schools, government, newspapers and magazine subscriptions.

Resident Options for Dealing with Solicitors

  • Post a "No Trespassing" or "No Solicitation" sign to stop all door-to-door solicitation.
  • Sign up for the online no solicitation list to ban commercial solicitation only (non-commercial still allowed).
  • Take no action - all solicitation is allowed.
